Clean up release page #39
Description
There are a ton of older releases that we really do not need to have cluttering up the release page. x.y.z should only have x.y.(max z), i.e., the largest z in the sequence. For more recent releases, ensure that all of the comments in the release notes are integrated into the remaining release.
