Update RDD 47 Registers XML files to match those in SMPTE Metadata Registers

The files are in:
https://github.com/cinecert/asdcplib/tree/master/registers/dolby

A Submission is being made to the SMPTE Metadata Registers as part of ST 2067-202 (RDD 47 replacement) development.

The XML files in this repo should be updated (or removed) to match those ultimately accepted into the SMTPE Metadata Registers.

Specifically, the DefiningDocument values will need to be updated, and the following:

asdcplib/registers/dolby/RDD47-ISXD-groups.xml
