ASDCPLib ignores Header Metadata in the Footer Partition #158

ASDCPLib currently ignores Header Metadata in the Footer Partition, even when the Header Metadata in the Header Partition is marked Open and Incomplete, as would be the case if the file was written in a streaming fashion such that the values such as the duration of the Essence Container were unknown at the time the Header Partition is written.
