Create CivicDMV Web Design System

It would be great to establish a "CivicDMV Web Design System" so that's it's easy for designers/developers to build from a common framework.

Suggestions

• Use Bootstrap (particularly because of the CDN)
• Font Awesome (easy to create icons + CDN)
• Select fonts/colors (from U.S. Web Design System)
