Automated Service onboarding test issue

@RobertKielty created this issue for end-to-end testing of service onboarding automation.

FOSSA Teams and Users are the first service resources to be provisioned using this automation.

When a CNCF Project Team member adds a fossa label to an onboarding issue, GitHub will issue an event that will trigger the automation to

• extract the project name from the title
• create a team for the project on CNCF FOSSA
• invite project maintainers to join CNCF FOSSA
• update the onboarding issue with the results of running the automation

As this code is being tested, we will see updates to this issue and the creation of an ob-automation-test-project on CNCF FOSSA.

I've removed our OB Task list from this issue, but as the automation is finished out, the ultimate step will be to update the licensing step with a check mark indicating completion.
