Search comments #1912

You can search in (some) post types, but there's no way to search comments currently. Some use cases:
- I want to find a half-remembered comment I wrote somewhere.
- Spam cleanup.
- Find links to resources that have moved or died.
We don't want search to include comments by default (too noisy), but can we add a way to search comments? Expanding the search language is potentially complex; if we could think of a place to put a "search comments" link/button/option to search just comments, that would be ok too. The "recent comments" page is ability-gated and I don't think comment search needs to be, or not much, so adding it there wouldn't help most people.
