Audit log for ability changes doesn't indicate which community #1919
Description
Manual grants or revocations (and maybe suspensions?) of user abilities are logged. However, the log is global and nothing in the log entry indicates which community the change was on. Log entries do link to the affected user, but it's a local link (whichever community you're viewing the log on). We should instead link to the community user, and/or include text in the entry saying which community.
