tracking: merge web crates into `deno_web` crate

It seems there's an effort to move web crates into the deno_web crate in order to limit the number of crates that need to be published and maybe improve compile and link times. Crates [seemingly] are:

• deno_broadcast_channel (refactor: merge deno_broadcast_channel into deno_web #31198)
• deno_console (refactor: merge deno_console into deno_web #31185)
• deno_console (refactor: merge deno_console into deno_web #31185)
• deno_url (refactor: merge deno_url into deno_web #31182)
• deno_fetch (refactor: merge deno_fetch into deno_web #31339)
• deno_canvas (refactor: move deno_canvas into deno_web #31184)
• deno_cache (attempted in refactor: merge deno_cache into deno_web #31183 then reverted)
• deno_crypto
• deno_webgpu
• deno_websocket
• deno_webstorage

I noticed during my work on #27527 that the type definitions have been left unmerged, which concerns me.

Can you clarify? Why does that concern you?

I think it makes sense to merge the type files into deno_web.d.ts, and I'm concerned that having separate type files requires listing "deno.web" and "deno.console" separately in tsconfig's lib for the type files to be used.
