Metrics Support (Pending SDK Refactor)

Implement sentry's new [metrics](https://develop.sentry.dev/sdk/telemetry/metrics/) support to the SDK.

Though it could be implemented along-side of Structured Logging, it would probably be easier to do that after the SDK gets refactored and we're waiting for a GA release on that feature anyway.
