How to use oci-artifact=true?

oci-artifact=true was added to BuildKit 0.19.0, GHA runners have a new enough version of buildx with that to use the feature but I cannot seem to figure out how to use it correctly.

I've been trying to do so directly with buildx instead of this action, but documentation of it is unclear.
