What does this code do, and why?
Upgrade rails to 6.1 -- hopefully should resolve some dependabot complaints about security issues in old versions
Upgrade Ruby to 2.7.5 to match doubleunion-dot-org
How is this code tested?
Ran tests. Hopefully that is sufficient. (There are 2 deprecation warnings that are unrelated to this change)
