* Update @typescript-eslint packages to support TypeScript 5.9.3

Update @typescript-eslint/eslint-plugin from ^8.31.0 to ^8.46.2
Update @typescript-eslint/parser from 8.44.0 to 8.46.2

These versions support TypeScript >=4.8.4 <6.0.0, which includes
TypeScript 5.9.3. This resolves the peer dependency conflict that
was causing the CI build to fail.
