Immediate cache invalidation

Description
The helm repo detail (chart name and versions) is fetched from chart repo and stored to redis. For the next repo detail retrival will check redis first. If chart detail exists on redis, the backend will return data from redis, else it will fetch again from chart repo. This cache still not have expiration time.

If a new version of the chart released, it will not shown on the version list. So need to make a machanism to immidiate invalidate the cache so it wil fetch new chart detail from chart repo.
