Create an Expectation Document Folder

As the program continues to grow, the repository may start to fill up with each cohorts expectation document. Making an "Expectations" folder and moving the current 2024 and 2025 expectation documents in there would help keep everything tidy.

If you take on this issue don't forget you might need to update the links in readme.md that lead to both expectation documents.
