Request HTTPS_PROXY support when get_license/get_release.

get_license/get_release not respect HTTPS_PROXY/HTTP_PROXY/NO_PROXY/ALL_PROXY for now.

Motivation

• Use a corporate proxy for authenticate is needed for proper environment

• add https-proxy-agent to related functions.
