[BUG] Cannot switch to a free AI model

Describe the bug

I currently have a monthly subscription to Copilot Pro, but after using up my premium tokens in GitHub Copilot CLI, I cannot switch to a free AI model.

Example: Claude Sonnet 4.5 -> GPT-4.1

Steps to reproduce the behavior

1. Type 'COPILOT_MODEL=gpt-4.1"

Operating System: Linux (Pop!_os 20.04 LTS)

We don't yet support free models. These are the supported models today:

I will leave this bug open to track (1) the unhelpful error message and (2) the ask for free models.
