Add ability to include all repositories of an organization

At the moment, one has to manually maintain the repositories list. This isn't great for projects like Tinkerbell.

I'd also like to see this for other organizations. github.com/equinix-labs specifically.

I can see how this feature might be too much for large organizations, but small/medium organization may prefer this option. An exclude list would come in handy for these orgs.

A wildcard name match could also be a helpful selector: In this case, I might opt to offer a Triage Party geared toward /terraform/. An option to select matching on the description in addition to the name could also help.

Alternatively, filtering on repo-tags might be simplest and obvious.
