Adding new region

I tried to add a new region eu-west-1, to do this I used the follow steps:

1-Copy an existing region folder and renamed to eu-west-1.
2-Change value in region.hcl file aws_region = "eu-west-1"
3-Delete folders in services, sample-app-backend and sample-app-frontend (wan't to deploy another app)

When ECS deploy-runner was running the following errors where displayed when executing the plan:

Hi,
most probably it is an issue with sns-topic from <region>/_regional/sns-topic / _envcommon/networking/sns-topics.hcl

I tried with this workaround and plan still fails. I was checking and there's something wrong on how the Gruntwork Ref Arch for CIS is created (when you need to create a clon of a existing infrastructure in another region) or lack of documentation that explain the steps to follow in order to achieve this. Replicating this error is pretty simple, please can you point me to a possible workaround/solution/fix.
