Terragrunt | Stack | Units | Resolving Dependencies

We are using terragrunt stack approach to generate multiple units per stacks. Please see below the tree structure of the code.

the arn.hcl and ssm_parameter.hcl are just the declaration files (locals). Where as the invocation happens in terragrunt.hcl.

What would be the ideal way to resolve dependencies between resources (arn.hcl & ssm_parameter.hcl) in example-service.
