Luma3DS installed note placed at different points in SSLoth-Browser and safecerthax #2601

This doesn't matter at all and has affected nobody ever. But I still though I'd mention it
On the page for safecerthax, the note is right after boot9strap gets installed. On the page for SSLoth-Browser, the note is after proxy settings get restored to the default settings.
