Implement New Orders Processing Job

• Create a new scheduled job to process orders with status='NEW'
• If the delivery address country= "INDIA" or "USA" or "GERMANY" or "UK" then mark it as delivered, otherwise cancel the order.
• If there is any error processing the order then set status = "ERROR"
• If an order is marked as DELIVERED or CANCELLED then send an Order Event message to RabbitMQ
