2025.11.b1 Download option backup not working #27741

- I have updated to the latest available Home Assistant version.
- I have cleared the cache of my browser.
- I have tried a different browser to see if it is related to my browser.
- I have tried reproducing the issue in safe mode to rule out problems with unsupported custom resources.
Describe the issue you are experiencing
When I go to config-backup and want to download an automatic backup, I click the three dots on the right and select download, but nothing happens. However, when I click Automatic backup, I get to the screen where I can restore it. If I then scroll down and click the three dots on "download from locations," it works.
This is only in version 2025.11.b1 because in the previous version I just tested everything works fine.

Normally when you press the three dots on the right and "download" the download process starts
