Update phpcs to 4.0 #14
Description
PHPCS has a new maintained release at https://github.com/PHPCSStandards/PHP_CodeSniffer. Updating it would also need updates to other dependencies.
- drupal/coder (^9.0 - alpha right now)
- slevomat/coding-standard (^8.23)
- phpcompatibility/php-compatibility (^10.0 - alpha right now)
As per https://github.com/PHPCSStandards/PHP_CodeSniffer/wiki/Version-4.0-User-Upgrade-Guide, custom Drupal rules also might need updating.
We might have to remove drupalsecure as it is very old and probably won't work anymore.
