feature: add `starship check` command, to check if everything is up and running, verify

## Overview
Add a `check` command to verfiy the working of the pods.

Required Input:
* helmFile

Here are some checks to be done:
* check pod status is all running
* check localhost endpoints: 
  * all chain status endpoints
  * exposer endpoints
  * registry endpoint


Additionally: run the check command at the end of `start` command as well
