ique_cbc_attack is not recognized as an internal or external command

Please help. I cannot inject the ique_cbc_attack into the Dr.Mario (005d1870.rec) file. Every time I try your command on the guide (ique_cbc_attack -p 3C088001350818E03C09000135298ED0 -r 005d1870.rec -d 081F0000000000000000000000000000 -o 1000) I get a " 'ique_cbc_attack' is not recognized as an internal or external command, operable program or batch file."

I've tried many different things and googling it to come up with nothing.
