Automatically link PRs to issues

Create/use a github workflow (or update settings) so PRs can be automatically linked to issues.

Could likely add to PR description, and on updates run a workflow/action that links based on `Resolves: #<id>`. If this, it would make best sense for this to be created after #13, where templates are created.
