[check-links] Provide a way to only report broken links in changed files

Problem

In the scope of a PR, seeing a long-broken URL is not helpful for getting a contributor to a ✔️ .

Proposed Solution

Add a switch, (e.g. default changed_files_only: false) which will only check files that are changed on a PR
