logspec enablement plan

We have logspec in kcidb-rest ready, but it is risky to enable it on production without proper testing.
Also we need development area for experiments with logspec and further development

• create staging VM instance at Azure
• create DNS names over LF Jira staging.db.kernelci.org and staging-dashboard.kernelci.org
• setup kcidb-rest at staging.db.kernelci.org
• setup dashboard at staging-dashboard.kernelci.org
• switch to kcidb-rest logspec in staging
• add to sysadmin documentation
• make workflows for automated deployment
