Add new Saudi Riyal currency symbol to Arabic keyboards (RAlt+S)

+ [RALT K_S] > U+20c1

U+20C1 is the new Saudi Riyal currency symbol, added in Unicode 17.0 in September 2025, and deployed in Win11 25H2.

I think we need to add U+20C1 to our Arabic keyboards.

RAlt+S is one option that matches the Windows layout change (kbda1.dll, Arabic 101)

We don't have this in the SIL fonts (yet). Somehow I missed adding that when we updated the fonts for Unicode 17.0.
As long as the keyboards don't specifically use Scheherazade New it should be fine to update the keyboards.
I double-checked and Microsoft did add the character to Catrinity, Segoe, and Times New Roman.

No, we don't need to update to newer standard versions for released versions of Keyman, generally. v19 will include Unicode 17.0 (or later).
