Add VERSIONING.md to CONTRIBUTING.md?

Should the content of this file https://github.com/konveyor/release-tools/blob/main/VERSIONING.md be in https://github.com/konveyor/community/blob/main/CONTRIBUTING.md? This would be better for developers, as all information would be consolidated in a single file.
