QoS not initialized when searching for existing N-1 flows

Basically, when allocating flows in RA, invokeNewFlowRequestPolicy is called after searching for already stablished flows, so the fwdtg->getNextNeighbor call is always done with UNDEFINED-QOS.

PD. Not always but some times.
