support build IVF index distributively in ray

I’d like to add a create_index method to the lance-ray connector to support large-scale testing and production use, since lance-format/lance#5117 is in review status and finalizes support for the IVF-SQ, IVF_FLAT, and IVF-PQ index types in Lance. The lance-ray PR will be proposed once lance-format PR merged.

Hi @chenghao-guo I’m resuming contributions after a short exam break and would love to help on this issue. I don’t yet have deep experience with Ray-based distributed IVF, but I’m happy to learn in parallel and start with any small or scoped tasks with your guidance. Please let me know if there’s a good place to begin.
