how to skip systemd-networkd restarts

debian trixie

apt reinstall libc6

forces systemd-networkd to restart
which removes static ip address from interface
so network becomes unavailable

config does not help
$nrconf{override_rc}{qr(systemd-networkd)} = 0;

actually I need to restart only specific services if their packs are updated.
system packs updates are free to be skipped.
what to do to exclude all system (at least systemd-networkd) services restarts?

solution is to list services and grep specific

# cat /etc/needrestart/conf.d/no-prompt.conf
$nrconf{restart} = 'l';

cron task

# cat script.sh
#!/bin/bash

res=$(needrestart -v)
echo "$res" | grep -A100 "Services to restart:" | grep -B100 -m1 "^$" | grep -v systemd | grep service | awk '{print $3}' | xargs -I {} systemctl restart {}
