bug: cannot not use it as package dependency

I have a local swift package that use https://github.com/logto-io/swift as dependency

.package(url: "https://github.com/logto-io/swift", from: "v1.0.0-beta.1")

.package(url: "https://github.com/logto-io/swift", from: "v1.0.0")

.package(url: "https://github.com/logto-io/swift", from: "1.0.0")

all above options won't work as expected

when i switch to clone it in local workspace , it works

.package(name: "LogtoSDK", path: "../LogtoSDK"),
