Create a type coverage badge github action

[lolpack]

Modify the library so that it can be run as a github action and display it on it's github page.

• Modify the script to take a files from the project repo
• Output the coverage stats JSON report

QUESTIONS:

• Should it only consider parameter coverage?
• Should users be able to specify what code is considered for coverage?
