Trying to install in Windows #166

I guess this is futile, but here we go:

pip install
  jax[cuda12] -> ok
  nest-asyncio pyfluidsynth==1.3.0 -e . -> ok
  tensorflow==2.9 -> after some tries with newer versions
  gin gin-config librosa -> OK
   note_seq -> OK
   seqio -> duh, OK.
TypeError: Unable to convert function return value to a Python type! The signature was
        () -> handle

after messing with various numpy versions I got the same error.

Anyone made this to work in Windows?
