Unable to build when funds would be not enough but are enough now with ScrapYard.

The "normal" cost for the whole vessel would be too high, but using used parts provided by ScrapYard the vessel should be built.

But somehow KCT / game core "thinks" it's still the "normal" price.

So building is not possible until the funds are higher than the "normal" price again.
