Offload conversions to GPU (OpenMAX)

Most of the Pi's processing power is represented by its GPU, which is currently underutilized.

This entails:

• Establish feasibility of supporting OMX
• Detect OMX support at runtime
• Generate OMX control bindings
• Throw useful exceptions on failure
• Add to VideoPipeline API
• Expand API to cover V4L stuff (may be a different project)

Work is being done in branch (video-pipeline)[https://github.com/mailmindlin/v4l4j/tree/video-pipeline].
Got some OMX bindings working, but there is some ways to go.
