Create HLS Client

• Design API for the HLS Client
• Create client implementation for MPEG-TS playlists with HLS and AAC codecs
• Client implementation for fMP4 playlists with HLS and AAC codecs

Acceptance criteria:

• we are capable of fetching both audio AAC track and video H264 tracks from the following two HLS streams: https://test-streams.mux.dev/x36xhzz/x36xhzz.m3u8 (MPEG-TS) and https://test-streams.mux.dev/tos_ismc/main.m3u8 (fMP4)
