Server Documentation

It would be extremely helpful to have documentation on the following things surrounding the message carrier server:

• How to get it up and running.
• The precise put request that gets a message sent (so we can mock test things). E.g., JSON syntax, etc
• Usage for the front-end (especially when ushahidi server registration starts to play a role with the toronto branch)

Right now the server is based on Ruby Webbrick http server:

To start it in the background (once you have installed ruby)
#bundle exec rackup

I'll copy the directions and request information into the readme.

(This does not close the Ushahidi registration)
