Run BinSkim and APIScan in the ADO build/release pipeline #5556
Description
- Ensure that BinSkim and APIScan are running in ADO build/release pipeline
- Ensure the pipeline does fail when a violation is reported
- If both the above are already done, investigate why the violation reported by .Net didn't cause the build to fail
