When using a BYOK model, the first request is sometimes sent to GPT 4.1 instead

Steps to Reproduce:

1. Select a BYOK model
2. Debug the https://github.com/microsoft/vscode-copilot-chat extension locally
3. Observe that the first request is often routed to GPT 4.1 instead of the actual BYOK model

Are you sending the request quite quickly? I imagine it's a dupe of #273126
