For the oadp cli I think the na subcommand is not required.
The CLI should use non-admin where there is no velero running in the ns, otherwise the velero object should be created there.

could be possible that the user is in a different project that doesn't have oadp running there, but they are admin
plus, keeps it deterministic? I'm sure there are edge cases. plus flag differences
