Update Confirm email flash message frequecy/persistency/content

Cory suggested:
* "The flash message needs to stick around until confirmed as the account is limited until then. Also, I think the flash message should highlight the limitations of the unconfirmed account."

The two things we need to communicate that you can't do until confirmed are:
1. Creating new sessions
2. Your name won’t show up as publicly interested in a session
