License text missing / incomplete #108

Hello,
I noticed that there is a file https://github.com/mirror/busybox/blob/master/coreutils/tr.c which has a strange file header:

The bold part is obviously part of a BSD-3-Clause license text, but aside from the fact that it is incomplete it is missing the most essential part - the permissions. I did some digging and it seems that the rest of the license fell victim to some code cleanup: see cd54528. The file had the license text at the bottom of the file, which was deleted and shrinked to what is left now.
IMO this should be fixed in order not to violate the original BSD-3-Clause. Thanks!
