Add the build-hook-maven-plugin

Currently this is being worked into the mybatis core due to the far too frequently missed running of formatters resulting in dummy commits that address formatting. Move this here since all the formatters start in the parent and look to see if its possible to use a jar for the script housing (would be something added to likely hazendaz/build-tools we already utilize from my end).

that plugin causes issues with github desktop, may not end up using it until that is resolved. Not adding at this time.
