Update withdrawn list to only include names that can be mapped to UNIIs #152

This entry comes from "Withdrawn and Shortage Drugs List Feb 2018" which itself is an aggregation of multiple other lists. Some products are poorly annotated, as the above shows. We should map the full set to UNIIs to help with QC.
