[Task] NEAR Dev Certification Program #581
Description
Background
2 years ago we were working on creating a certification program alongside Lyudmil.
The basic idea was to create a smart contract that could evaluate other smart contracts by making xcc and checking for the correctness of the interface.

We need to continue this work and release it as a basic certification course on building smart contracts on NEAR
User Story
Acceptance Criteria
- Update the current contract
- Extend functionality by implementing the standing issues
- Release it as part of our new documentation / developer portal
