Create LimitKeyAccess Plugin

After proposing the plugin system Hot Connector (azbang/near-connect#29) we now need to create the actual plugin to use limit access keys

A draft of the plugin can be found here:

We need to polish it and publish it as an independent package

Given that the plugin has been created, and now we are waiting on the hot team to merge the plugin system itself, I will proceed to close this task, and we can create a new one to release the plugin after the plugin system comes online
