IAR may be a replacement for PAR

For OpenID4VCI, the addition of the Interactive Authorization Request is being considered.

If that is the case, HAIP should allow for using this endpoint instead of PAR. The following text needs to be changed:

Authorization Endpoint

MUST use Pushed Authorization Requests (PAR) [RFC9126] to send the Authorization Request.

Moving this to 1.1 - now that WG has decided to take VCI to 1.0 final without incorparing the IAE I don't think there's going to be anything HAIP 1.0 final can reference.
